Position Title: Program Coordinator– Transitional Housing Program

Location: Wilmington, Delaware

Reports To: Executive Director or Board of Directors

Employment Type: Part-Time (Hybrid – Mostly In-Person)

Compensation: $30/hour

Position Summary

The Program Coordinator provides leadership, coordination, and oversight of the Transitional Housing Program. This role ensures smooth daily operations, effective resident support services, and full compliance with all program and regulatory requirements. The Program Coordinator supervises Resident Managers, provides backup coverage when needed, and serves as the point of contact for emergencies, ensuring a safe and supportive environment for all residents.

Key Responsibilities

Program Oversight & Resident Services

  • Oversee all resident intake, orientation, support, and discharge processes

  • Ensure the program operates in alignment with its mission, goals, and policies

  • Supervise and review individualized resident case plans

  • Conduct regular file audits and ensure timely documentation

  • Address and de-escalate resident issues and coordinate crisis response

  • Connect residents to wraparound services (employment, therapy, healthcare, legal aid,

    etc.)

Staff Supervision & Development

  • Supervise Resident Managers and other support staff

  • Provide backup coverage and perform all Resident Manager duties when needed

  • Manage scheduling to ensure consistent site coverage and operational flow

  • Oversee time-tracking tools (e.g., Gusto) and approve timesheets

  • Facilitate team meetings and quarterly staff evaluations

  • Coordinate staff training in trauma-informed care, de-escalation, and shelter

    management

Compliance, Licensing & Program Integrity

  • Ensure compliance with City of Wilmington codes, state shelter laws, and organizational

    policies

  • Maintain required documentation for audits, licensing, and reporting

  • Monitor capacity limits, intake eligibility, and manage the resident waitlist

  • Coordinate inspections, safety drills, and annual policy reviews

Community Partnerships & Resource Navigation

  • Build and maintain relationships with local service providers and partner organizations

  • Represent the program in community coalitions, meetings, and events

  • Coordinate referrals and maintain updated community resource directories

Budgeting, Reporting & Development

  • Assist with budget planning and monitor program expenditures

  • Submit program reports to the Executive Director, funders, and partners

Qualifications

  • Minimum 3 years of experience in program management, housing services, or nonprofit

    leadership

  • Strong understanding of housing insecurity, trauma-informed care, and harm reduction

  • Demonstrated leadership, staff supervision, and crisis management skills

  • Ability to handle sensitive situations calmly and respectfully

  • Knowledge of Delaware’s shelter and zoning regulations (preferred)

  • Strong organizational, time management, and communication skills

  • Proficient in Microsoft Office, Google Suite, and case management systems

Compensation: $30/hour (Part-Time)

Schedule: Hybrid with primarily in-person work during evenings and weekends; must be available on-call 24/7 for emergencies or crisis response.

Responsibilities: Provides direct backup to Resident Managers and must be able to perform all Resident Manager duties when needed.
